Library Increases Some Fines/Fees to Offset Reduced Budget

To help offset recent budget cuts, Charleston County Public Library is increasing some fines and fees beginning April 1, 2009.

The daily fine for overdue books will increase from 10 cents per day to 15 cents per day, and the charge for replacing a lost library card will change from $1 to $2. Also, patrons must pay any fines or lost item charges on their account to renew a library card (every three years for county residents and every year for non-residents). There still is no fee to county residents for an initial Library Card or to renew, but the account must be up-to-date to renew.

With the increase in overdue charges for books, Charleston County’s fines will be more in line with similar library systems in the region. For instance, Richland County’s overdue book fine is 20 cents per day, Spartanburg County’s is 15 cents per day and Charlotte-Mecklenburg County’s is 20 cents per day.

Also, a new fee is being added for Interlibrary Loan services, when patrons request special items to be borrowed from other systems outside of Charleston County Public Library. To defray postage costs, patrons will be charged $2 per item when it is received.

As a cost saving measure, the library is reducing the number of postcards it sends to patrons with past due materials, mailing a single notice when an item becomes two weeks late. This will reduce the amount of printing required and greatly save on postage charges. A postcard notice still will be mailed when a requested book or DVD becomes available and is on hold.

E-mail notification is a money-saving alternative for patrons, cutting the library’s cost of mailing postcards and providing patrons with faster notices when an item is overdue or when a requested item is available for pick up. More environmentally friendly, e-mail notification also allows the library to send patrons a reminder three days before a due date to help borrowers avoid late fines.

For added convenience and to help avoid late fines, patrons can return items at any of CCPL’s 16 branch locations or can renew items once online or by calling the library.

The Library Board of Trustees approved these changes in an effort to partially offset increasing costs and reduced budget revenues.

"Donate food to pay fines Sept. 15-Oct. 5

Pay your library fines by helping Lowcountry Food Bank
September 15 - October 5

Do you have Library fines building up on books or DVDs that need to be returned to Charleston County Public Library? Starting September 15 and running for three weeks, Charleston County Public Library users can reduce their overdue fines by helping their community.

For each new, non-perishable food item brought to a Charleston County Public Library location between September 15-October 5, 2008, a patron will have $1 in overdue fines forgiven, and the donated items will go to the Lowcountry Food Bank. A maximum of 20 items or $20 will be forgiven per account, and donations cannot be used to cover any replacement fees owed for lost items or damaged items.

Bins will be set up at each of the Library’s 16 locations, and patrons must come inside to the circulation desk to turn in their items. Donations cannot be left at book drops or outside the branches."

Our teens are #1 and we want to wish you a successful 2008-2009 school year! Please let us know how we can help you reach your goals. After a hard day at school, some to the library for some great programs: Club Anime!, Game On!, teen movies, and new this year, The Chatter Box.

Club Anime! is THE CLUB for Anime and Manga fans. Join Ms. Tama for the meetings and watch some really cool Anime and hear all about Manga/graphic novels.

Game On!, our teen online gaming program, will once again be held on Monday afternoons in the computer lab. There will be only one session: 4-5:00 p.m. and space is limited. Ms. Nancy can't wait to share some fast and fun gaming websites and to learn what favorite sites you have found!

Wednesday afternoons from 3:30-4:30 p.m. is the time to join Ms. Donna and your friends in The Chatter Box. In September, the Traveling Pants are returning! Join us and decorate a pair of YOUR pants and then on September 24, you can show off your creatively designed pants for a chance to win an MP3 player. You must show off your creation in person in order to be eligible for the prize.

Teen Events @ the Library from April 7-12

There are plenty of teen events during this week--so don't miss out!
On Monday, join Ms. Nancy for Game On!, our online gaming program, in the computer lab from 3:30-4:30 or 4:30-5:30. You can stay for both sessions if no new teens want to play online games.

Ms. Tama will be holding a meeting of Club Anime! on Tuesday from 4-5:30. So, if you love anime and manga, join THE club!

Wednesday is Afternoon Cafe from 3:30-5:30 in our auditorium. Meet your friends (or make new ones) while playing games, listening to music, or just hanging out!

From 4-4:30 on Thursday, Ms. Donna and Christopher will be in the Story Hour Room for Christopher's Reading Room. So, if you want to spend 30 minutes with some good, quiet reading, be sure to stop by.

On Saturday, we'll be having our Saturday Movie Matinee for the whole family at 3:00. Our movie the month is Bee Movie, an animated movie about a bee who wants to sue humans for stealing honey from the bees!

It's a special week sponsored by the American Library Association just for teens and celebrating technology! With this year's theme of "Tune In @ your library," it's a musical celebration as well! Here's what's happening at the John's Island Regional Library during Teen Tech Week 2008:

Monday, March 3: Game On and Tune In! Two sessions, 3:30-4:30 & 4:30-5:30 p.m.

It's Game On! with a musical twist. Space is limited and you must have a library card with Internet access. This program will not count against your two sessions on a computer per day.

Tuesday, March 4: Music Mania, 3:00-4:30 p.m.

Think you know music? Prove it! Test your music knowledge by playing Music Jeopardy! and Name That Tune.

Wednesday, March 5: Tune In to Dreamgirls, 4-6:30 p.m.

Join us for a movie filled with great tunes and big stars. Dreamgirls stars Beyonce Knowles, Jennifer Hudson, Jamie Foxx, and Eddie Murphy. Rated PG-13, 131 minutes.

Friday, March 7: Tune In to the Web, 4-5:00 p.m.

Come to the computer lab to discuss the best sites for music and lyrics on the Internet. Learn how to best print out lyrics, too. Space is limited; registration begins 2/25 at the Reference Desk. You'll need a library card with Internet access, but this program will not count against your two computer sessions per day.

Students wrote papers on Independence vs. Love Relationships in Their Eyes Were Watching God by Zora Neale Hurston. All winners are students at St. John's High School.
